Fraud from a Seller

I have a bad experience with a EBay seller who I returned back a package with 10 identical articles which I could not receive for problems with the custom office in my country Argentina (nowadays we cant import more than 3 units equals). So I asked him to send a new delivery in fractions of 4 packages (that's is the secure way to get the package without problems). Punctually he asked me to send the new packages and he didn't provide me any tracking number for the new delivery (because he could not pay for a new delivery service) and I accepted because I trusted in him. After I have accepted his proposal to receive the new packages and after to ask several times for the arriving time and way to the national custom, he used to said ''the shipping system is delayed, could you wait 10 days more?" this response was repeated after 4 times in a period of 2 o 3 months and in this way I lost the oportunity to make a customer complaint throught the Resolutions Center that Paypal offers in these cases.   I've tried to get some help from a Paypal assistant without succed (he forwared me to the Resolution Center steps) without paying attention to the passed time (Resolution Center does not assist you if your transaction is out of 6 months).    Nowaday I continue sending e-mails to the seller for an explanation and he doesn't reply. Obviously, because he know that I can't make a complait throught Paypal.   This is a case of real fraud because I have lost my money (more than U$S230) without receive anything more than lies.   I would like to see some advices for this case from the expert user of Paypal.   Regards   Gonzalo ...
