Merchants have the upper hand. They can say they accept PayPal, then when your product or service is ready to transmit to you they can request fee avoidance payment techniques such as to be considered "Family". You are left with the choice of losing your product which sometimes can be a unique service that you badly need for a government compliance etc. or risking PayPal sanction. This is grossly unfair to PayPal account holders who are in the position of a paying customer. If they report they can lose contact with a valuable supplier and if they follow through PayPal considers them a malfeasor. It's a no win for the Payer.
