when i try to send money always get "We can’t send your payment right now. If you keep running into this issue, please contact PayPal." i added 2 visa cards and verified my account

I’m new here, ust make account and link my visa card and ask my friend to send money to me but when i want to buy google play gift card i find this massage " Sorry, we can’t complete your purchase at this time Please return to the merchant and choose another way to pay. " also other pay site how will solve this notice not link bank account
