@Catharden3   You can open a dispute for non receipt of item via the ''resolve a problem link'' lower left of your paypal summary page.   If the seller does not refund or you don't receive it then escalate the dispute to a claim for paypal to review when you get that option.   DO NOT close the dispute or claim until you have your refund or item.     ...
