This may be a silly question, but every "fake" payment I do in the sandbox comes up as under review? Why is that? I am using paypal on a site that sells digital content. I don't ship anything. So when I do the fake payment process, I get the IPN notification, store the payment in a database and allow the user to download an item. I can't get the item back, so how do I know that the payment is going to go through? How would I check for that and why does Paypal have the most confusing API I've ever seen in my life?
