Unable to escalate to a claim

I have opened a dispute, with no success after 10 days. I now want to escalate this to a claim. After filling in the details I press the SEND button and I am returned to the log in page. This has happened several times. I have checked the status of my dispute and it is still at 'dispute started 20/05'. I am stuck!  I have tried phoning customer services, but they are useless....automated and totally ignoring any response I make. I get the feeling PayPal are intent on stalling until I give up. Escalating a dispute

I placed an order and paid for it via paypal, onle to be informed the order had failed. It has been 7days since I contacted the business for a refund and have neither received a reply nor a refund now wish to escalate the dispute. However, I cannot see how to do that.
