I also have tried requesting money using a mobile number and I have been experiencing the same issue. The text message was never received. I also double checked the number, wondering if I made a mistake but the number is correct. The individual receiving the request also has an Iphone. So I'm not sure what the problem is. A PayPal customer service rep asked me to have the recipient call them to see what the issue is. It shouldn't be this hard, PayPal should have a message that pops up as to why a request couldn't be made.
