PayPal punishing me.

This is a long story.   Hi, my name is Vitalii, and I am living in Republic of Moldova. I'm 27, married, have two kids )) And I still live in my birth country since I've was born here.   About 10 years ago, I have registered an account to PayPal for the first time. The account was registered in country Romania, because PayPal was not yet permiting registering accounts in Moldova. Since I am citizen of this both country Romania and Moldova, this fact was gave me the reason to believe that I am doing things correctly.   And check this out ! I had absolutely no problem at all of any type with my account since registered. I was able to sell and buy thing from ebay, buy things from NewEgg and other internet sites out there. Some of purchases was for a few cents, some for a few thousands dollars. No problem at all !   In 2017 I have received to my account the sum that exced anual limits of 2500 euro, and at this point I get my account limited with requiment to prove the address and identity to rise up the limits. I have uploaded all the documents and bills that was in my posesion, but since they states for Moldova country, I was unable to prove my address for the country that was this account registered.   I had decided to leave my bussiness account as is, and register a new one in and with the right country that is my actual living place, Moldova.   Since paypal user aggrements allow users to have multiple accounts.... Quote - You can have one Personal account and one Premier or Business account. -   I registered it asap, provided all the information that was required at registering, with no mistakes with no fake or fraudulent information. After that I has managed to retrieve the money from my old account by refunding them to the company that execute those multiple transactions to me, and asking them to pay me to me newly created account.   Everything was look fine until 25 april 2017. I couple of days before, I was called PayPal support team to ask to make some adjusments for withdrawal to be procesed in the currency that I am withdrawing my funds.   After this adjustments, I have understand that I things stays not as good as I think so. I was just unable to execute the withdrawal, an error keeps appearing appearing so I was unable to finish the withdrwal process. After a day or two from this happening, I have receiving an message that for security reason withdraw is limited, so I have to call PayPal customer support to prove that I am who I am so after that I will be able to complete the withdraw. I called customer support, and the women from that line of the phone was told me that I will be unable to use PayPal services again ever. So my new accoun will be limited also.   Nice one, nothing to say. I was angry and frustrated.    Now after limitation of my Moldovian account, I have received an email that I must upload some documents to quess what? Right, to prove that I am who I am )))))) After uploading a bouch of documents again.... I have received an message that appeal denied. Great.   Now I am sitting with about 700$ blocked into my new Account, that I cannot use. This is my hard earned money, and this company just decide that I am not in right to use it. Not good at all.   I am a simple guy, an simple person if you like... But the situation that I was put into, gave me the reason to believe that not I'm the bad guy out here, and who the actually is it's PayPal.   I have an clear, newly created account in the right country with all the correct information provided, and I just got punished by PayPal....  They have no reason to believe that I have scammed this sum from someone, or that I have received my money by fraudulent ways.   It's very easy to verify, they just have to contact the person (company) which from I have received my money, and make sure that everything is legit and transparent.   Instead of that they decide just to hold my funds, limiting my account, and get me the worst PayPal experience of all time.   There is no section in user agreement that says if one of your account is limited, then the other one must be limited also.
