Hi,   I have recently activated my paypal access card but it shows 0 funds on the balance, yet I have funds available in my paypal account. Why are these not available on my card balance? I heard you have to upgrade to a Premier account but this is no longer available as all accounts are now personal/premier anyway? ... View more
