The purchase in USD, the card in USD, the seller is in US, but paypal charges my USD card in UAH, why? is there any way to change this? why do they need this double conversion?

help center sayig to : You can change your primary currency anytime. Here's how: Log in to your account. Click PayPal balance on the left of the page. Click Manage currencies. Select the the currency you would like to designate as your primary currency and click Make Primary. But there is no PayPal balance on the left of the page, cant find it anywhere.
