I bought an iPhone off eBay for £142 pounds but I have never received it. I bought it in the 22march and the seller is being less than helpful, I have asked for a refund but he is no longer replying. I have tried to open a dispute but I can't see my purchase on my PayPal account. When I go on my online banking it says it was paid through PayPal. So I cannot open a dispute without it on my PayPal account.
