Hi, i'm from Tunisia and i cannot have a bank acccount or a prepaid credit card. Browsing online, i found different views about using Netteler's Net+ cards to verify a Paypal account. Some say it works while others say it dosen't and there are even articles online saying that Paypal has prohibited such behaviours and is relying solely on bank accounts. So, can i use Netteler cards to verify my account ?
