Ms.Sumiko,   Thank you for many proposals. Sorry, we know we are taking risk...   When I drive a car, I'm taking risk. When I visit USA to take air plane, I'm taking risk.   What I'm asking is, Why paypal can judge something without checking authenticity ?   I'm not blaming paypal, because I'm happy to use paypal (even now, generating money for them everyday) with taking risk. I'm trying to provide better understandings for users, and better problem handling for paypal system.   Ms.Sumiko, what you are saying is, "Do not drive a car then" No. that's conclusion for young people / light paypal user. Yes, so now I'm asking, why did they judge police report is fake or not by themselves ? payment processor can judge police report authenticity ?? Why you are saying this to me ? It's my opinion.   Unfortunately, maybe you are not understanding the point, maybe my English is not good enough.   Let's do some calculation. Roughly 30000 USD in a month x 36 months x 3.2% = 34560 USD. and we got 1 problem with fake police report. according to you, it will cost only thousand of dollars ?   Then it's very good business.    Yes, they have enough cost, we've already gave hem 34560 USD as you can see. 3 years, and 1 big problem, and they have record, so they can check anytime, how much money they could make with our business.   Are you saying "$35 from your payment" ? Oh, again, really interesting opinion. I'm not talking about only with this fraud (not based on luck. it is fraud, not accident) transaction.   Please study insurance business, and how do they make money.   "due diligence before you sell him" Yes, we did and green signal. Again, level 1 fraud talking. Have you ever got a boyfriend ? You'll check all about him and steady with him .... why you are alone now / didn't married with first boyfriend ?   "why cant you convince him to file USPS claim" Yes we've sent message many times to him and according to him "USPS won't accept damage report. I called them 4 times, and visited there last week." And USPS sent him "how to do damage report" instruction. But unfortunately he kept saying "USPS won't accept damage report"   Move on with flagged as "Fraud company in USA" ? it's not about money I'm talking. Maybe you can understand better now ? Ms.Sumiko,   Yes, we are already using bank wire transfer. Thank you very much for your advice, as we already told you, we have over 2000 transactions and 30000 USD in a month. Means... 1. Yes, we've experienced what you think, and already spent much time to invent counter-measure. 2. We know how to avoid fraud with communicating with buyer. Not lame seller. 3. We think, It's not "business loss" accident, but it's "fraud"   I'm not talking level 1 fraud. It's your fault. You have to check carefully before receive payment / ship out. We're not so lucky to avoid all fraud, but already experienced some. Again, over 2000 transactions. We can even calculate fraud % and tell you. Thank you for the comment.   Policy itself is very good I think. Maybe there's a lot of problem with it, I respect founder of rules. And I, myself have more problem than paypal's policy, so it's hard to live a human life for me everyday.   And of course me also set rules for my own company's favor, so paypal is right about rules / policy. I know paypal is doing well with their policy, so I don't mean to accuese policy.   It's simple, and not paypal policy thing.   Who will check police report is real or not ? Thank you for the reply.   No, Problem is 1. He said "stolen" to us 2. He said "empty box" to paypal 3. Paypal refunded to him, because of "empty box" police report (fake) 4. Now we are tagged as "fraud company" in USA with this refund.   What you are talking about is  "content was stolen, and he didn't cooperate." No, it's not the main subject and no meaning for sellers using paypal.   Problem is, he made new fact that "seller shipped empty box" He doesn't need to cooperate, because he knew that paypal can refund without check of police report if it is fake or not.   ...
