I had an ''Item not received'' opened a case on ebay and ebay issued a refund on the 7 March.Instead of the refund going back to the card as usual, it went to straight to my paypal account balance. Now I cant see the balance, the only way I can see it is by using this link which is more of a classic/old paypal history. But still I cant use it Paypal tries to deduct from my cards even if its a fraction of the balance. I have been talking to paypal customer services who have not being helpful and it takes a day to get a reply from them and am not in the US so calling is out of the question(International calling too expensive). I am from Zambia and my account is registered under that nationality, could it be the reason am missing some features?
