A seemingly unfixable problem.. cant pay/send mone...

 so, i logged onto my phone 3 days ago in order to buy something when i was away from my computer. it let me log in, asked for verification it was me, i gave it, all was good. went to go buy the thing and it gave me this error; "We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available)" and it also gives me "We couldn't send your payment, please contact Paypal" (or something along those lines, don't have it saved.) so i thought it was just my phone. i log into my account on my pc once i was able to, and it says 'there was suspicious activity' and it was literally from my location,. paypal thinks i was hacked. but i guess i hacked myself in this case. i went through all the stupid security stuff and got back in to try to purchase again. and it didn't work, same error. i've attempted: buying from the website itself. sending the merchant money by their email. having them request money from me. resetting cache, cookies. and NONE of it worked. i thought maybe it was just that merchant, so i tried sending a cent to an email i had sent money to before, and that didnt work either. i left it be and called paypal the next day. after sitting in a call for 40 minutes, the end answer was basically: "we can't fix it sorry dude". they said to try again in a few hours, if it didnt work then, wait 24 hours and try again. it hasnt worked the one time ive tried it since i called them 2 days ago. i'm completely at a loss as i don't think htis problem will ever resolve. now i could always make a new paypal, right? wrong. my paypal balance has 400+ dollars on it, which was transferred from my bank account to my paypal balance. i can't transfer back to my bank (paranoid over having to provide SSN to do so) and i also can't transfer to any new account i would try to make. i really don't feel like losing 400+ dollars. i might call again and ask them if they're able to transfer the money for me, but i doubt they can. has this happened to anyone else? i really don't know what to do. the merchant i'm trying to buy from has agreed to wait for me to solve this, but now i have this impending doom that i've lost 400 dollars and my account is somehow completely frozen.
