Policy of converting all negative balances to EUR ...

Hello. I made a purchase more than a month ago, checking out with Paypal and the purchase amount was just 4p over my pp balance. On previous occasions, Paypal have automatically charged either my card or bank account to make up the difference when the paypal balance hasn't covered the payment. When I spent £20 and only had £15 in paypal, it automatically charged me £5 on the card. It seems very logical to assume that the same thing would happen now that I went over the balance by £0.04, but instead of letting me part-pay by card, I just received the following email (see below). I have always had a UK paypal in GBP and all transactions I've ever made were in GBP.   A) Why on Earth would they suddenly want to convert my balance to EUR, even though I've only ever made transactions in GBP? B) What does this unrequested conversion from GBP to EUR entail? What will happen when I top up my Paypal balance - will it convert whatever balance I have in the future into EUR? So if I top up by £20, will it convert it into EUR or just show in the GBP as £19.96?   I have never seen this policy explained anywhere, nor have I found anything mentioned on this forum. I was not aware of this rather strange policy until I received the email this morning.
