On November 22 I was issued a refund from JC Penny for an item that was ordered but was out of stock. I received a notification from Paypay that I had received the refund. The refund shows up in my transactions, but never shows up in my account balance, nor has it ever been credited to my bank account (the original payment method). What recourse do I have to get Paypal to return the refund to me?
