no, I was also affected.   First time, I got a re-compense on the extra exchange costs by calling PayPal customer services.   Then, when I saw it was a persistent issue, for a couple of subsequent transactions, I got thru' to Paypal tech support and the lady there put my credit card temporarily marked as registered to the foreign currency, I did my transactions whillst on the phone (both went thru' fine) and then she changed the card back to it's proper currency.   The customer services agent put the blame on me ("cookies, clear cache " etc ).  However, tech support recognised it was a PayPal systems problem and so I hope it is fixed soon.   MArk ... Despite having the pre-approved currency converstion option set, Paypal is defaulting to do the currency conversion on all my “send money” transactions. Worse, when I use the “Other Conversion Options” route on such a transaction, I can set it back to “by Card Issuer”, Paypal appears to accept this but when it puts me back to the payment screen, nothing has changed. I tried a transaction and sure enough, Paypal did the conversion even though I’d said no to that.   Anyone else notice this problem ?   Paypal customer services blamed it on my cookies but it occurs regardless of cleared cookies and on other devices.
