Seller send mail to wrong address and after case o...

After payment seller not sended traction number, left 2 weeks and any info so im opened case to force him share tracktion number. He found traction number very fast (~ few hours) and send to PayPal number. He send via RoyalMail. Im checked that number but royalmail only show that it was delivered (omg) already at 04 november. No details ofcourse.   Copy-Paste from Royalmail site: ------------- Latest update: Delivered Your item, posted on 31/10/16 with reference LB**********GB was delivered in ESTONIA on 04/11/16. Thank you for using our International Tracked service. There may be further details available on our delivery partner's website (link included on site) --------------   So i go for details on partner website of royalmail.   Delivery 04.11.2016 12:16 Narva postivahetuspunkt A**a M*******o JLNRV******33   And what i see? That this tracktion number show that ANOTHER person recieved the mail... that NOT my name so im personaly not recived anything and what ?   ------------- Answer of PayPal: Your seller has provided shipment tracking information in response to your claim. We used the shipping company's online tracking service and found that it confirms delivery of the merchandise. As a result, this case has been closed. We're happy we were able to help you resolve this issue.   -------------   What is that ? There correct information on partner side of royal mail that another person get that mail.... there even Name and surname and its not mine.  And why PayPal answer that there ANY confirm that my person recieve the mail   Please help me.
