PayPal Community

Ok it's not a lot but it was going towards a purchase on eBay so I had £17.10 in my PayPal account I've then tried to purchase an item I won from the states totalling around £50 so I click pay now and it takes me to the payment page so after I click pay now I get an error and checkout is not complete as in I haven't paid for the item yet but the £17.10 has now disappeared from my PayPal account why? I've checked the history and there's no history for that transaction so where has it gone? ... View more

i bought a set off golf clubs from a chap on gumtree and paid via paypal and on inspecting the clubs there is damage to the back panel and its started to come loose and is peeling away from the metal and the seller has admitted that he cleaned them with white spirits and never dried them enough which has caused this so he has offered me a full refund but cannot refund me as he is owe paypal funds or something or there is a restriction on his account  but he says he is able to refund me if i close the case which will release the restriction but im not happy closing the case because im led to believe if i close the case and he dosent refund me thats it i will lose the £110 is that correct?   any help would be much appreciated thanks ...
