I want to know how to file a complaint on PayPal, to someone in management that MAYBE can FIX a known issue. The customer support people you message or call can only look at a screen, and rarely can give you any information beyond what the screen says. They are unable to tell you what needs to be done to fix an issue. It is not their fault, that is their job and the extent of their privilege, but there has to be a point after 2 months of calls and messaging that a higher department can take over and help tell me how to resolve and issue instead of being told----wait, it takes time. Two months is TOO much time!! This is VERY unacceptable with a company that is handling my money.
