I had that problem over the weekend. Called Paypal and yes they have changed something that has messed up the shipping by weight calculations. I am livid!!! Why would you implement a change without verifying it actually works?!!! I receive orders worldwide on almost a daily basis. By the time I realized the problem, I had 5 orders where I've had to contact the customers to explain why I will have to give them an invoice for shipping. I have another 5 where I will have to do the same. Look up the shipping cost and then email them with the invoice and hoping they have an up to date email filed with Paypal! The rep I spoke with said there were two "work arounds". A) Change how shipping is charged. Really? There's a REASON I do it that way!!! B) Go to a third party cart. Because when YOU are the only in person in your business, recreating a vast portion of your website cost zero time and/or money right? This situation is completely unacceptable! It seems like this "new and improved" garbage is just some programmers changing things to justify their jobs.
