Hello @batomom,
Welcome to the PayPal Community Help Forum. We are happy to have you here, but sorry to hear about the trouble you are having. Below, you'll find an explanation of why a payment may be held after an eBay sell:
In an effort to create a safer online payments community, we’re placing your payments from sales on eBay to one side, in your pending balance. This is commonplace for new or inexperienced sellers on eBay.
This process helps to prevent losses, by keeping your money secure. It also makes buyers feel safer and more likely to return and purchase again.
Typically, you’ll have access to these pending payments after:
7 calendar days of the estimated delivery date, if you mark the item as sent in your eBay account, or
21 calendar days, if you don’t mark the item as sent in your eBay account
+3 days after confirmed delivery if shipping with USPS/UPS/FedEx
Your payments are less likely to be placed into your pending balance when you're an experienced seller. Below are some examples of the type of criteria that will help you to be considered as an experienced seller, but this is not an exhaustive list:
At least 90 days have passed since your first successful sale on eBay
You’ve received at least $250 from eBay sales
You’ve had at least 25 eBay sales
Your sales don't result in higher-than-normal amounts of buyer complaints
You resolve disputes quickly (if they arise)
The items you sell are not higher-risk items
Keeping your Profile and Wallet details (such as phone numbers and card expiry date) up to date.
If you use PayPal postage to send an item related to a pending payment, the cost of your postage label will be released when you print the label.
I hope this answers your concern,
Regina
