PayPal Community

Hello, I got problem receiving money from my clients. I sent them an invoice, they pay for it. Paypal says it's pending until a certain date.. When that certain date comes, it is marked "cleared" instead of the usual "completed". The problem is paypal says it is paid, but it did not reflect into my balance. please help. I would like to report a problem with my PayPal account. It has been limited. I already uploaded my business permit, my utility bills, all requirements, it has been a week already but my account is still limited. I tried contacting paypal through email, but did not receive any reply. I also tried calling but it keeps hanging up. I do not know who or how to contact paypal anymore.
