Paypal won't ever tell you why a payment was done as an instant transfer or why they're holding your money for as long as they do. This is why they lost the class action lawsuit against them. Paypal isn't a reliable service.

Why should Paypal have anyone on for hours, let alone for multiple "attemps". Even if you do get through the person who answers doesn't speak English or have the power to help you, sorry.
