Is it possible to request partial refund(VAT)as a BUYER if "I have purchase goods from a well known UK site" and I am living in a non EU zone? Assume I have solid email evidence that VAT is not included in the final sale? Events in summary 1)Emailed the online site about VAT charges. 2) Received an email 2 days later "Please be advised all prices include VAT (where applicable). If your order us being delivered outside of the EEC, please note that VAT has not been charged." 3)happily attempt to order 4) reached paypal confirmation of payment page, payment is still BOTH VAT and overseas shipping inclusive " 1)Should I STILL proceed with payment ? 2) and request for partial refund(if possible) when my order arrives at my door step? This is the first time I encounter such problem since it is.the first time I am attempting to do purchase from a site that does auto off VAT when I update the delivery address.
