I struggled with the same problem for 4 days and called paypal twice and my card provider. The first time i called they said to clear cookies and history then wait 24 hours and try again ... 2nd call they basically said since my account was new their was pretty much no hope of ordering it at that moment. Well the next day i tried again was messing with the shipping address . Abra Kadabra it worked . The shipping address cannot differ from the billing address atleast in my case that was the problem.
