My paypal account was registered in China, from website it allows to link to an US bank account. I try to link it to my CitiBank account which was newly created in U.S. , but it always returns :"Sorry we are not able to process your request. Please Try again later". I've tried in different browsers, also tried my laptop and smart phone. Same errsor everytime. Please help. Thanks!
