I am trying to make a payment to http://Sape.ru. It is a Russian based marketing service. The payment is only for $48.89 (3,157 RUB). However, my card is being denied over and over and over. This is very frustrating and I am unsure why I am being denied. Does Paypal not allow international debit payments?
