My sister thought she got scammed by someone, but it turns out they didn't. The person's WiFi got turned off because he didn't pay the bill and so he didn't do the thing she paid for. So, she thought she was scammed, filed a dispute, and the guy had $700 and now he has -$150 in his account. Another person the guy bought something from also was affected in this. The other person had $168 in his account and now has -$210. If my sister cancels the dispute, could she file another on this person if he does scam her? Because he might not (very small chance) that he won't give her her $150 back but he said he will. So, what should she do?
