When completing my purchase I simply click on the "change" payment button which shows up when Paypal is shown and your default account is listed. Click the "change" button, choose which account has PAD active and complete your payment. This may or may not work for everyone but I, too, went thru months of trying to figure out why PAD wasn't offered or didn't work.
