Returned bank transfer with a hefty fee

I live in the EU zone and two months ago I wanted to TopUp my account with USD (the reason being that I previously tried to make a USD payment out of my account and Paypal charged me a very unfavourable exchange rate).   I made a wire from my bank to the Paypal's IBAN listed on my Paypal account but a week later I was informed that the USD transfer was rejected. This was due to that Paypal in Germany does not accept USD. I was not aware of it.   I wired 800 USD but only 720 USD was returned. I checked with my bank and they said that they did not deduct any additional fees apart of the ones already listed on top of it (for the EUR conversion and a transfer fee). I have been in touch with Paypal for the last two months with dozen of emails going back and forth and each time a different person is handling my inquiry. Unless I call Ireland (international call), I cannot get anyone in person to talk to me. I am so frustrated but they insist that they did not deduct any fee and it was my bank which did it.   I did some research so I am assuming my bank and Deutsche Bank of Paypal being in the EU, there was a corresponding bank involved in order for the USD wire to happen. I have something listed as Sundry Creditors - New York on my bank statement.   Is it possible that they charged me 80 dollars? But isn't it a very hefty fee for rejecting a payment? I understand if they charged me 20-25 dollars, but 80 USD to be missing? I am so shocked that I do not even know what to say and who to contact as PayPal is being evasive as possible and giving me no answers, so I am so tired of their poor customer service.   Over 100 USD in total fees by all the banks over a returned transfer?
