I ordered one bag from Saks Fifth Avenue through PayPal, but there was a hole so I returned it. Saks Fifth Avenue said my refund was issued on 3/27/2016, but I haven't received the money for now. 0 balance in my PayPal account. I tried lots of times to call PayPal and they were always "currently busy" I found that other people had same problems with me about "refund issued but on money in the accout" I really would like to know why and how to solve the problem!
