Same thing happening to me for over 24 hours now. (started early on 4/15/16) Once you log back in and are given only the transfer option page, open another browser tab and o to Paypal. You'll see the option to go to 'my account'. Hopefully this goes away shortly, but for now it's extremely inconvenient.
