What does it take to reopen account

I had been with "Bill me Later" for quite awhile untill the whole PayPal thing started, it was extremly confusing because they would say that they were PayPal, but nothing to do with PayPayand that you could link your accounts but not really, and then would bring up your PayPal account but it really was not the right account, then you would check you balance but it really would not be the right balance, and if it said zero you thought that you had a zero balance but you really had a balance because they buried PayPal Credit deep inside and it was a wild goose chase to find it and by the time you found it you already went past the due date and were charge a $35.00 Late fee, and you thought your accounts were linked but not really, this went on for me and when I would call they would just act like I was just really stupid, so I closed one of the accounts, the PayPay credit so I could get a handle of what was what and then talked to a support specialist that understood me and I was able to find it, not I have been making regular payment on the account but they will not reopen my account, and yes I don't have perfect credit but my account never got high, so I'm giving them the "GREEDY **bleep**" for today.   John ...
