Im getting the same error,i have tried using both the SMS and automated call option neither work and im faced with the error we cannot proceed and to call or email. I have called and spent around 20 minutes on the phone where changes where made to my account but nothing has helped,i've cleared my cache used different browsers and different devices and still cannot send any payments,i have had no problems before in the 7 years of using my account so what can be done to fix this issue.
