A lot of people have been having this issue and it seems that these solutions have worked. 1) If you have a mastercard; remove it and add VISA - it should work 2) For others like me who have VISA but were still unable to withdraw funds just go here: https://www.paypal.com/wdfunds it is an old account view and you can select between CARD and BANK ACCOUNT. Just select card and you're good do go. It has worked for me. Please share any other method here and I'll update my post. Hope this helps you!
