I realise this is a reply to an old post, but I have also recently stopped receiving payment notifications from paypal (I had assumed they came from ebay). I started receiving sparodic notifications (maybe 1 in 4 sales) now they have stopped completely. Nothing has changed my end, I have done as requested and added the service paypal email to my contact lists (although why this would suddenly make any difference I have no idea) but I am still not receiving notifications. Has anyone found a solution to this?
