Sort of, go to paypal resolution center, there are 3 things you have to do. Change password, update security questions, and send a photo ID which shows your name and address. The last one i cant do, because in Finland we dont have address in photo id, and im a bit hesitant to send a picture of my id over the internet. So my account stays limited i guess.
