The answer is really very very simple as to why they will not let you fund pre-paid cards from PayPal anymore, and that answer is that at the time this all started they were releasing THEIR OWN prepaid debit card, which automatically links between your account so you can spend money directly from your paypal account. https://www.paypal-prepaid.com/ So yeah, there you go, that's 100% of the reason. I thought trying to be a monopoly was illegal, but I guess that's just me. I guess they'd rather call it "over-competing" or something.
