Same problem here. It is clearly PayPal's fault, their website doesn't function properly. It asks me to add a bank account and verify my phone over and over and over again. Never adds my account so I can pay my bill. I've tried this with 3 different checking/savings accounts multiple times. I've sent numerous messages to PayPal over 24 hours ago and haven't received a response and doubt I ever will.
