I have the same issue. I have 2 cards for $700 total. The only way to get a human through PayPal my cash is by requesting one through PayPal customer service or by dialing the number on the back of your PayPal my cash card. When prompted for the 10 digit pin, enter 0#. You will need to do this three times. Then you will be asked if you would like to speak to a representative. Push 1. My dispute has resulted in my having to send a written request for refund and I will receive a check in 3-4 weeks. I'm warning everyone against purchaseing a my cash card. You should do the same. ... I have spent about 1 week going through security protocols with PayPal my cash. I have 2 cards totalling $700 that are frozen. After sending in everything requested, I have now been told to send a written request for refund (isn't paypals whole business built online?) and in 3-4 weeks I will receive a refund check.
