On your "Wallet" page, click on "Classic Site" in the bottom left. Click on "Update Card" in the list of options on the left. You should see a link to enter the code associated with the card you wish to confirm there. I understand your frustration - I had the same problem. Bad code, PayPal. You have a link in my notifications reminding me to confirm my card that doesn't take me to a screen where I can confirm my card. Ridiculous.
