PayPal Community

So some guy opened a case on my account. I lost the case. My balance is now in negative but before it went to negative it was on a limitation. My dad close the bank account that was link to PayPal and he open a new bank acount. How can I pay the negative balance? Do I put the new bank and card info? So I have money on my PayPal balance but no card and no bank in it. And I'm trying to buy something on eBay. I want to know if I can use a pre paid card and which one is the right one to use?
