Yep, also have this problem, so frustrating. And also from the Netherlands... No response from Paypal whatsoever. I'll go and inform all sellers on Ebay I cannot pay right now. Hope it doesn't cause me any negative feedback. I've been thinking to tweet about this, don't know if that will help.
