My Name and all other information is correct except my address because paypal don't serve in my country. I can receive and send my payment easily ( i have verified my bank account). But I stuck when you asked for the proof of my address, i don't have any other option than leaving Paypal. (You should allow users to select even those countries where paypal don't serve; you can notify them while selection that paypal don't works in your country)
