We currently are not aware of any issues with sending invoices. This may be a new issue that is just emerging or it may be an issue only affecting your computer. We would first recommend that you restart your computer and clear cache and cookies on your web browser and try again.
Depending on which browser you use, this can be done under 'Options,' 'Preferences,' or Tools. Because deleting your cache and cookies relates to your web browser software and not PayPal, see your browser's online help section for further information.
Here's how to create an invoice on a personal PayPal account:
Go to www.paypal.com/uk and log in to your account.
Click Send and Request Payments near the top of the page.
Click Create Invoice near the top of the page and fill out the on-screen form.
Here's how to create an invoice a business PayPal account:
Go to www.paypal.com/uk and log in to your account.
Click Tools at the top of the page and then click Invoicing.
Click Create an Invoice.
