If you are currently living in France, you can create a French PayPal account and register the financial information from that country. The main thing is that the financial information matches the country of residence and as you mentioned; your card is from a French bank so there shouldn't be an issue here. While you may be able to register your Greek or Swiss mobile phone, it would be advisable to get a French number if possible as this may be more convenient for you.
