It is so interresting that eBay and PayPal are noe two differentcompanies, yet PayPal CARE so much about the buye's expericne on eBay. This is also applicable to the Fees PayPal charge on the final value. PayPal's excuse to charge on full amount (instead of item sale price) is to ensure sellers on eBay don't bump up their postage. Isn't this something eBay needs to worry about? And isn't that why eBay have socring system to mark the sellers who charge unfair pastage fees? Leve it up toeh buyers guys! Don't try to rip honest sellers off in the name of "protecting" the seller!!!
