agreed. To take 3-5 days (and where the heck is this posted) to give this buyer back their money from MY ACCOUNT is totally unjustified. I called Support (See Contact us at the bottom of the Paypal page, just keep saying Agent, Agent, Agent, and you'll get a human after a bunch of ads and such). They give you a number and you put in a code. The agent kept repeating "Federal Mandate", "not our process, it's the Fed Governement", "protecting your account", "security", and "checking transaction". WTH? She had no idea why and just kept repeating the script. This is a measely $20 coming out of my checking account, the Feds have no reason to stick their noses in my transaction. I authorized the refund 4 days ago and the buyer is **bleep** because it's still pending. WTH. IF I make a payment it goes through right away. Technically, the refund is a payment. BTW, I can't cancel the refund and just send a payment to this person because according to the agent "it is under approval authorization" .What? approve the $20 I have in my checking that if I made a $20 payment to someone today would go right through? She told me to look at the "Paypal Agreement" which I couldn't find, at least not on the help page. There is no good reason for Paypal (or the Feds, ya, you have no control, right) to hold our funds. They took it out of my checking account, but the buyer can't have it for 5 days? Any other establishment would give you your refund immediately! What kind of game are they playing? Paypal explain yourselves. This is ridiculous. This does not make us want to use your stupid app for refunds, nor does it please the buyers that they can't get their money back as soon as I send it to them. BTW, after googling Paypal, federal gov, and refunds, I found the agreement here. I only found this statement which may or may not apply. There is no dispute, just a voluntary refund. Period. It doesn't say that it WILL result in a hold. Holds based on disputed transactions If a payment sent to you as a seller is challenged as a payment that should be invalidated and reversed, we may place a temporary hold on the funds in your PayPal account to cover the amount that could be reversed. Any of the situations described under Refunds, Reversals and Chargebacks are situations that could result in us placing a hold on a payment. If we determine the transaction should not be reversed, we’ll lift the temporary hold. If we determine the transaction should be reversed, we’ll remove the funds from your PayPal account. Also, under Refunds here.... Whenever a transaction is refunded or otherwise reversed, PayPal will refund or reverse the transaction from your PayPal account in the same currency as the original transaction. If you refund a payment for good or services, we will retain the fixed fee portion of the fees you paid as the seller. The buyer’s PayPal account will be credited with the full payment amount and the fixed fee portion of the fees you paid as the seller will be deducted from your PayPal account in addition to the amount of the refunded payment. None of the A" situations described under Refunds, Reversals and Chargebacks are situations that could result in us placing a hold on a payment" are listed as a valid reason for my refund payment to be pending after 5 days. I don't understand the whole Paypal Seller protection either. If someone files a claim against you, well, you're protected but it's a ding against you. That's why I chose to just refund the money. To summarize, the Paypal user agreement DOES NOT MENTION ANY REQUIREMENT FOR A GOVERNMENT AUDIT AND HOLD OF REFUND FUNDS AT ALL, ANYWHERE, PERIOD. Paypal explain yourselves.
